Trophy Club Municipal Utility District 1 provides water, wastewater treatment, and fire protection to the Town of Trophy Club and parts of Solana in Westlake. The Trophy Club MUD No.1 offices are located at the main entrance of the Svore Municipal Building at 100 Municipal Drive in Trophy Club, Texas. They are open Monday – Friday from 8:00 am – 5:00 pm.

Trophy Club Municipal Utility District No. 1 provides water, wastewater treatment, and fire protection to the Town of Trophy Club and parts of Solana in Westlake. The operational costs, with the exception of the fire department, are paid mostly by water and sewer revenues.

A publically elected Board of Directors manages and controls all the affairs of the District subject to the continuing supervision of the TCEQ. Trophy Club Municipal Utility District No. 1 is governed by a five-member Board. The day-to-day operation is managed by General Manager Jennifer McKnight. The Board establishes policies in the interest of its residents and utility customers. A MUD may adopt and enforce all necessary charges, fees and taxes in order to provide district facilities and service. The Board of Directors holds regular meetings on the third Tuesday of each month at 6:00 pm in the Svore Municipal Building Boardroom at 100 Municipal Drive.

Environmental Violations

The Trophy Club MUD has struggled with environmental violations at its wastewater treatment plant since its construction in 1987.

According to the Texas Commission on Environmental Quality (TCEQ), the Trophy Club MUD has received 37 Notices of Violation since 2010. The most recent violation occurred on April 30, 2015.

On February 6, 2013 the Trophy Club MUD was fined $50,500 for repeated violations of permit limits. According to the Denton Record Chronicle, this fine is one of the largest in Denton County history.

According to TCEQ documents, from the period of January through April 2015, the Trophy Club MUD reported untreated releases of raw sewage totaling 40,000 gallons.

According to the Environmental Protection Agency (EPA), the Trophy Club MUD wastewater treatment plant exceeded permitted limits for e coli by 514%. The current estimated amount required to upgrade the treatment plant to meet permitted limits is $15 million.

Criminal Charges

In December 2013 A criminal investigation by the Texas Commission on Environmental Quality and Environmental Protection Agency concluded with Cause #13-900280 in Travis County. A Trophy Club MUD Wastewater treatment operator subsequently plead guilty to falsifying discharge monitoring reports to cover up violations of permit limits.

No Municipal Utilities District Directors were charged with crimes although Directors Kevin Carr, Jim Thomas and Jim Hase made statements in legal proceedings indicating that the wastewater treatment plant was in full compliance.
