Reyes was raised in Southern California, and is the son of immigrant parents. His father was an artist and his mother was a teacher.[3] He has Asian, Hawaiian, and Spanish heritage. Reyes has served as a Boy Scout leader, Junior Jazz coach, and has participated in a variety of youth activities designed to advocate and encourage the youth of his community.[5] Reyes was named to the Community Foundation of Utah’s annual Enlightened Fifty (E-5-0) through community peer selection. After graduating summa cum laude from Brigham Young University in 1994, Reyes earned his law degree with honors from University of California, Berkeley in 1997.[5]

Reyes practiced for thirteen years at Parsons Behle & Latimer, where he became one of the first minority lawyers to become a partner at a major Utah firm. He argued or briefed cases before state and federal courts throughout the country, including the Utah Supreme Court and Tenth Circuit Court of Appeals. He has been appointed to state and federal commissions including a Presidential Commission established by President George W. Bush.[6]

Reyes co-founded Fraud College several years ago, a program for bringing the business sector, government, and community leaders together to educate citizens on avoiding fraud.[citation needed]

In the business community, Reyes has served on boards for for-profit and non-profit entities, including Utah Fast Pass (for law enforcement officers who have died while on duty) and United Way Heroes. He helped rebuild the Utah Hispanic Chamber of Commerce and co-founded its education foundation. He was an early supporter of the Utah Asian Chamber and helped establish its education initiative.[citation needed]

Reyes has served as a county, state and national (alternate) delegate for Utah's Republican Party and as a member of the State Central Committee (the governing body of the Utah Republican Party). Reyes was appointed by Governor Jon Huntsman to serve as a member of the Third District Judicial Nominating Commission[7] and spent several years on a National Congressional Commission started by President George W. Bush.[8] Appointed by Congress and the President, he conducted public hearings throughout the country to advise the Administration and Congress on Latino issues.
