Simmonds was born in Bristol in 1978. He attended the City of Bath College and then graduated in 2000 from the University of Plymouth with a First Class Honours degree in Fine Art. In 2000 he began working exclusively in black and white and using figurative motifs, initially involving depictions of himself. In 2003 he began to depict the models who began to sit for him and the work instantly became more attractive.
He has had exhibitions in galleries such as The Signal Gallery in Hoxton, East London and The Arts Club in London's Dover Street. He has been a finalist for awards including The Lynn Painter-Stainers Award, The Celeste Art Prize and The National Art Competition.
He has exhibited in New York and in Los Angeles.
